1998 JUNIOR DUAL
versus the CARRIBBEAN SELECTS

Qualifying Trials: 1998 Canadian Junior Championships(17 - 19 July) Kitchener Centennial Stadium, Kitchener, ON
Eligibility: Must be a Registered Athlete Member of Athletics Canada, be a Canadian Citizen with current passport, or landed immigrant is in the process of seeking Canadian citizenship, as at midnight 17 July 1998.
The purpose of these selection criteria is to provide a National Junior Touring Team competition and education opportunity for junior aged athletes with the goal of using the international competition opportunity to build experience toward future senior performance objectives. Athletics Canada will offer only self funded team spots.

I SELECTION PRINCIPLES
01 To be considered for selection, all athletes must have achieved the Athletics Canada Junior Dual Minimum Standards (attached) between 01 May 1998 and the end of the event at the Trials for which they have achieved the Minimum Standard, "the Qualifying Period". No performances established in any event after the end of the Qualifying Period will be considered for selection.
02 A maximum of 3 athletes per individual event will be selected.
03 THE JUNIOR DUAL TEAM WILL BE SELECTED AT THE TRIALS. ATHLETES MUST BE PREPARED TO DECLARE AT THE TRIALS WHETHER OR NOT THEY WILL BE ABLE TO ATTEND THE JUNIOR DUAL, IF SELECTED. NON-DECLARATION WILL RESULT IN ANOTHER ATHLETE BEING OFFERED A TEAM SPOT.
II COMPETITION REGULATIONS
01 The Trials will be conducted in accordance with IAAF/Athletics Canada rules.
02 Events in any competition are only considered completed when all protests, filed with the Jury of Appeal in accordance with IAAF Rule 147, have been heard and the Jury decision carried out.
03 The achievement of all performances must be substantiated with official documentation from competitions on the Athletics Canada or IAAF Member Federation fixtures list. All results must be achieved in conformity with IAAF/Athletics Canada rules for records. Wind reading and weight certification must always be recorded on results (where applicable). It is the responsibility of the athlete to submit these results to Athletics Canada prior to the selection deadline.
III SELECTION ELIGIBILITY
01 Up to 8th place finishers at the Trials, who have achieved the Minimum Standard, will be eligible for selection and placed in the Selection Pool.
02 From the Selection Pool, athletes will be selected for each event in order of finish place at the Trials, up to 3 athletes per event.
03 Should athletes not wish to compete on the Junior Dual Touring Team their spot on the Team will be passed to the next finisher in the same event at the Trials who has not yet been selected.
04 Up to 3 athletes from each of the 5K and 10K events at the Trials, whose events are not being held at the Junior Dual will be eligible for 3K and 3K steeplechase selection. These athletes will be in addition to the three athletes per event selected from 3K and 3K steeplechase events at the Trials.
05 Relays teams for 4x100, Sprint Medley and Distance Medley will be created from athletes selected for individual events.
IV APPEALS FOR SELECTION
01 Appeals for selection must be received by the Director, Athlete and Coach Development prior to the end of the Trials and will be considered by the National Team Selection Committee.
02 Injured or ill athletes who have achieved the Minimum Standard and wish to be considered for selection must include in their appeal a letter from their personal physician or if injured or ill at the Trials, documentation from the attending Athletics Canada Coordinating Physician detailing the nature of their illness or injury.
03 Athletics Canada's Coordinating Physician will determine probability of optimal readiness defined as the ability to perform at 100% effort at the 1998 Junior Dual.
04 If an athlete's successful appeal would displace another athlete for selection in any event the athlete who is making the appeal must substantiate in writing prior to the conclusion of the Trials the grounds for appeal, including objective proof of consistently superior performance at National Championships and International Competitions during the Qualifying Period. The National Team Selection Committee must first determine that the criteria for consistently superior performance have been fulfilled, otherwise the appeal shall not be accepted.
VI EXCEPTIONS
01 No Exceptions.
VII SELECTION PROCESS
01 The National Team Selection Committee will be responsible for using all foregoing criteria and will prepare a list of eligible athletes from the Selection Pool who have achieved the criteria outlined in Section III.
02 Eligible athletes must inform the National Team Selection Committee prior to the end of the Trials of their intention to compete to hold their place on the Team.
03 From the list of eligible athletes a Team list will be created and these athletes will be considered selected. No selection is final until it is approved by the National Team Selection Committee.
04 Once selected to the 1998 Junior Dual Touring Team and respecting the three athlete maximum per event policy, an athlete may be entered in a second or third event despite not having fulfilled the Athletics Canada selection criteria.
VIII FUNDING
01 Through an International Amateur Athletic Federation grant and through the support of the organizing committee and Athletics Canada, costs for uniform, meals and accommodation (except travel stopovers in Miami) will be covered. Air and local travel and miscellaneous (activity) costs are the responsibility of the athlete.
02 Self funded athletes are not required to pay the National Team fee but are in all respects part of the team and bound by regulations governing Athletics Canada's National Teams.
IX SELECTION DATE
Athletics Canada will announce selected Team members on or after 19 July 1998.
X ENTRY AT THE JUNIOR DUAL
Final declaration on site in the Cayman Islands of all athletes named to the Team including composition of relay teams in qualifying rounds and finals will be determined by the National Junior Dual Team Head Coach.
XI APPEALS OF THE SELECTION PROCEDURE
Appeals of the selection procedure may be filed as per the Athletics Canada appeals procedure, outlined in the Red Book.
XII AMENDMENTS
Since all necessary financial information is not available at the release time of this selection criteria, Athletics Canada reserves the right to amend this document and advise its membership through established communication channels.
XIII TRAVEL INFORMATION
Medical insurance coverage will be secured for athletes travelling outside of Canada providing the athlete is covered under his/her Provincial Medicare Plan. National Team athletes must provide this number to National Office Staff. Athletes who are not covered under Provincial Medicare (for example, athletes who claim residency in another country, like the USA) are not eligible fo coverage under Athletics Canada's insurance policies and must purchase additional coverage for their participation in a National Team program.
Travel as a Team will begin in Miami. Athletes are expected to arrange their own travel to Miami and to provide Athletics Canada with completely accurate arrival and departure times for Miami.
Arrival in Miami must occur on either the afternoon/evening of 3 August, or prior to 6pm on 4 August. (Athletes are responsible for stopover hotel and meal costs in Miami and must stay at the same hotel as Team staff.)
Departure must coincide with the 10 August departure from the Cayman islands.
The scheduled flight from the Cayman Islands on 10 August is Cayman Airways Ltd flight 100Y which arrives in Miami at 0950 local time.
All return flights must depart as soon as possible following the arrival of flight 100Y in Miami on 10 August. All return travel must depart Miami on 10 August.
These arrangements are necessary to ensure Team staff meet all athletes at the airport and see them off from the Miami airport to their home destinations. Cell phone numbers and hotel address and telephone numbers will be available at the Trials to ensure contact with staff.
