Endurance Events: Dates and locations to be determined -- (Exception) Marathon and 98/99 NCAA Finals athletes.

Eligibility: Must be a Registered Athlete Member of Athletics Canada, have fulfilled FISU eligibility rules (attached) and be a Canadian Citizen with current passport as at midnight (06 June 1999).
The purpose of these selection criteria is to provide a National Team competition opportunity for FISU Games -- eligible athletes with the goal of using the high level of competition as a step towards world level performance. Athletics Canada will offer both funded and self funded team spots.

FISU Games Organizers have not yet published selection criteria. The Organizers' criteria may influence Athletics Canada's selection criteria. Athletics Canada reserves the right to amend its own criteria at a reasonable time prior to the end of the Qualifying Period as more information becomes available.

DEFINITIONS

Speed/Power events:

100, 200, 400, 100/110H, 400H, HJ, LJ, TJ, PV, SP, DT, HT, JT, DEC/HEP

Endurance events:

800, 1500, 3000s, 5000, 10000, Mara, 10K RW (F), 20K RW (M)

I SELECTION PRINCIPLES

01 All athletes must have achieved the Athletics Canada FISU Games Minimum Standards (attached) between 01 June 1998 and 06 June 1999, "the Qualifying Period" to be considered for selection. No performances established in any event after the end of the Qualifying Period will be considered for selection to the FISU Games Team.

02 A maximum of 2 athletes per individual event will be selected.

03 Speed/Power events: An eligibility selection list will be created as of 01 October 1998. This list is intended to recognize the high level of competitive environment at the FISU Games and to create the opportunity for athletes at this level to focus their preparation for the FISU Games throughout the entire winter training period, knowing that they will be on the Team, pending complete compliance with these criteria.

04 Unfilled Team spots in Speed/Power events can be filled by the selection deadline 06 June 1999.

05 Endurance events: An eligibility selection list will be determined immediately following the Qualifying Period.

06 All athletes selected to the 99 FISU Games Team must compete at the 99 National Senior Outdoor Championships and remain 100% competition ready for 99 FISU Games competition. Injury following fulfilment of these criteria may result in deselection should it preclude 100% readiness for competition at the FISU Games. Follow up on medical issues will involve Athletics Canada's Coordinating Physician. Final determination will be made by the National Team Selection Committee based on reasonable expectation of 100% readiness to compete at the 99 FISU Games.

II COMPETITION REGULATIONS

01 The Trials will be conducted in accordance with IAAF/Athletics Canada rules.

02 Events in any competition are only considered completed when all protests, filed with the Jury of Appeal in accordance with IAAF Rule 147, have been heard and the Jury decision carried out.

03 The achievement of all performances must be substantiated with official documentation from competitions on the Athletics Canada or IAAF Member Federation fixtures list. All results must be achieved in conformity with IAAF/Athletics Canada rules for records. (Exception: Pending Organizers' approval, combined events will be permitted one "windy", greater than +4.0m/s, discipline result.) Wind reading and weight certification must always be recorded on results (where applicable). It is the responsibility of the athlete to submit these results to Athletics Canada prior to the selection deadline.

III SELECTION ELIGIBILITY

01 The first and second FISU-eligible finishers in each event at the respective Speed/Power and Endurance Trials who have achieved the Minimum Standard during the Qualifying Period will be eligible for selection and placed in the Selection Pool. Should a first and/or second place FISU-eligible finisher not wish to attend the FISU Games, up to the 4th place FISU-eligible finisher with the Minimum Standard during the Qualifying Period will be eligible for selection and placed in the Selection Pool.

02 In the case of relays top 6 FISU-eligible finishers at the Trials, or athletes who have achieved more than one Minimum standard during the Qualifying Period, may be considered.

03 For Speed/Power events, from the Selection Pool, a nomination list based on Section III 01 will be created on 01 October, 1998 which will effectively select athletes who have fulfilled these criteria. ATHLETES WILL BE DESELECTED SHOULD THEY FAIL TO SUBMIT THE REQUIRED DOCUMENTATION TO THE NATIONAL OFFICE BY 01 MAY 1999. Team spots which come available after 01 May may be filled as outlined in Section III 04.

04 Relay nominations may also begin at the discretion of the National Program Director, Speed/Power events, as of 01 October 1998, under the same documentation submission stipulations outlined in Section III 03.

05 For Speed/Power events, where no FISU-eligible athlete has qualified for one or both of the two available places as of 01 October, 1998, or where a nominated athlete has been deselected for not submitting the required documentation by 01 May, 1999, athletes who have achieved the Minimum Standard during the Qualifying Period can be added to the Selection Pool as of 06 June 1999 provided all criteria not related to participation in the Trials have been met. Athletes will be ranked for nomination according to their top performance during the Qualifying Period. Ties will be broken first on finish place at the Trials and if that is not possible then on their second best performance in that same event during the Qualifying Period.

06 For Endurance events, nomination for selection will be based on ranking during the Qualifying Period and placing record in head to head competition during the Trials (possibly involving more than one race). NCAA athletes: See Section VI, EXCEPTIONS.

IV APPEALS FOR SELECTION

01 Appeals for selection must be received by the Director, Athlete and Coach Development by 01 November regarding the list of Speed/Power athletes selected as of 01 November, or by 06 June 1999 and will be considered by the National Team Selection Committee.

02 Injured or ill athletes who have achieved a FISU Games Minimum Standard during the Qualifying Period and wish to be considered for selection must include in their appeal a letter from their personal physician or if injured or ill at the Trials, documentation from the attending Athletics Canada Coordinating Physician detailing the nature of their illness or injury.

03 Athletics Canada's Coordinating Physician will determine probability of optimal readiness defined as the ability to perform at 100% effort at the 1999 FISU Games.

04 If an athlete's successful appeal would displace another athlete for selection in any event, or for a funded Team spot, the athlete who is making the appeal must substantiate in writing prior to the conclusion of the Trials the grounds for appeal, including objective proof of consistently superior performance at National Championships and International Competitions during the Qualifying Period. The National Team Selection Committee must first determine that the criteria for consistently superior performance have been fulfilled, otherwise the appeal shall not be accepted.

VI EXCEPTIONS

01 Athletics Canada's marathon ranking will serve as an equivalent list to the head to head results of the Trials. Selection of marathon athletes will be done as outlined in Section III 06 by 01 October, 1998.

02 Athletes unable to attend the Trials due their participation in Endurance events at the 1999 NCAA Finals will be considered for selection based on ranking during the Qualifying Period and head to head competition. More detail on this process will be published prior to the Trials.

VII SELECTION PROCESS

01 The National Team Selection Committee will be responsible for using all foregoing criteria and will prepare a list of nominated athletes from the Selection Pool who have achieved the criteria outlined in Sections III and VI.

02 From the list of nominated athletes a Team list will be created and these athletes will be considered selected. No selection is final until it is approved by the National Team Selection Committee.

03 Once selected to the 1999 FISU Games Team and respecting the two athlete maximum per event policy, an athlete may be entered in a second or third event despite not having fulfilled the Athletics Canada selection criteria.

VIII FUNDING

01 Funding of selected athletes will be based on 1999/2000 budget projections which are not available at the time of releasing these criteria. MOST LIKELY FUNDING WILL NOT EXTEND TO ALL SELECTED ATHLETES. Athletes selected as of 01 October have the opportunity to raise funds for their travel and other miscellaneous costs, which may be used for subsequent training or competition experiences should they be funded by Athletics Canada to the FISU Games. Funding criteria have, in the recent past, been based on proximity to world level standards for each event, organized as a ranking list by Athletics Canada, as well, criteria have been based on the National Program Director, Speed/Power events' expert assessment of relay Team development opportunities.

02 Athletes nominated for funded spots must confirm with the National Office their intention to compete in the 1999 FISU Games immediately upon notification and pay the $250 National Team Fee to hold their place on the Team.

03 Should an athlete selected for a funded spot be unable to attend the FISU Games, Athletics Canada will make every effort to fund the next ranked athlete from the Selection Pool list.

04 Athletes who have been selected for non-funded spots will be eligible to self fund their off-site costs (eg. travel, misc). The Canadian Inter-university Athletics Union (CIAU) is expected to fund planned on-site costs.

05 Self funded athletes are not required to pay the National Team fee but are in all respects part of the team and bound by regulations governing Athletics Canada's National Teams.

IX FINAL SELECTION DATE

Immediately following 06 June 1999.

X ENTRY AT THE FISU GAMES

On-site in Spain, final declaration of all athletes named to the Team, including composition of relay teams in qualifying rounds and finals will be determined by the National Program Directors or designate, if on-site, the event coaches and FISU Team Head Coach.

XI APPEALS OF THE SELECTION PROCEDURE

Appeals of the selection procedure may be filed as per the Athletics Canada appeals procedure, outlined in the Red Book.

XII AMENDMENTS

Since all necessary financial information is not available at the release time of this selection criteria, Athletics Canada reserves the right to amend this document and advise its membership through established communication channels.

XIII TRAVEL INFORMATION

Travel availability and cost is being investigated at this time.

Further information on travelling to Palma de Mallorca will be available from the National Office and at the Trials when it is made available by the FISU Games organizing committee.

Medical insurance coverage will be secured for athletes travelling outside of Canada providing the athlete is covered under his/her Provincial Medicare Plan. National Team athletes must provide this number to National Office Staff. Athletes who are not covered under Provincial Medicare (for example, athletes who claim residency in another country, like the USA) are not eligible of coverage under Athletics Canada's insurance policies and must purchase additional coverage for their participation in a National Team program.
